Before the environment was considered, junkyard cars were sometimes used to shore up river shores and walls
In Nebraska, this was done in the 60's to stop this area from washing out.

1905 REO
a Stewart and Clark speedometer, not a Stewart Warner. I need to look into that and see if this was the same company before a merger or other business deal
the license plate is leather, and the aluminum ones weren't the uniform plate size and material yet, that would be another 10 years or so in the making. Also, note that the steering wheel and drivers seat are on the right hand side, as left side driving position also wasn't uniform yet

endorsing a Chrysler... not such a good idea, but they paid Frank Sinatra enough, and he did it, and then regretted it
Sinatra appeared in print ads and television commercials in which he sang a specially penned song about the luxurious car called “It’s Time” … for Imperial. That special edition included badging and a Mark Cross leather case with 16 cassette tapes of Sinatra songs.
Chrysler Chairman Lee Iacocca, gave one to Frank in gratitude for Sinatra’s agreeing to promote the car without charge while the automaker was struggling to avoid bankruptcy.
It stalled on Sintra in the middle of a busy intersection and Frank walked away from it, too embarrassed to be seen with it.

I can only guess, a 40's Chevy Modified Sportsman car, from Argentina?
I apprecaite Adriana Cobos letting me know in the comments that "the car shown is a replica of a "Turismo Carretera", the most important racing category from Argentina. Juan Manuel Fangio, before racing in F1 raced in this category. The translation for Turismo Carretera would be something like Road Touring. Some info (spanish), http://es.wikipedia.org/wiki/Anexo:Historia_del_Turismo_Carretera http://www.museofangio.com/es/visita-virtual/museo-fangio/8-hombres-y-maquinas-la-pasion-del-tc
For comparison, Fangio's first race car was a 39 Chevy
I posted that 2 years ago: http://justacarguy.blogspot.com/2012/01/fangios-first-race-car-1939-chevrolet.html
