when using a parking lot (like the Huntington Beach library) look around and verify you don't have to pay for parking, a dollar pass prevents a 48 dollar ticket

I noticed some people gathering at a pay machine, so I paid my buck and got a pass, and then noticed that the cops were out giving tickets. Seems like a set up though, as the signs for the Huntington Beach Concours at the entrance said parking was free.
